Cognitive Transfer Efficiency is how we measure that — how well a technician's training matches the protocol a given problem demands. It is an internal quality discipline that exists for one outward reason: the right method, correctly executed, every time.

Cognitive Transfer Efficiency measures how faithfully the framework's expert knowledge is transferred into correct field action — the alignment between a practitioner and the optimal protocol for a given pathology. It is formalised as a vector-space model (WP10): practitioner competence and protocol requirements are represented as vectors, and their alignment scores how reliably the Scholar-Technician will select and execute the right intervention. It is the metric that connects the doctrine's knowledge base to real-world execution quality and training need.
