Every major development is three jobs at once — deciding where it goes, delivering it on time, and keeping its workers safe. The Royal Town Planning Institute (RTPI), the Association for Project Management (APM) and the Institution of Occupational Safety and Health (IOSH) own those roles. Together they now balance the drive for new housing against mandatory Biodiversity Net Gain, hard-headed project-risk discipline, and the zero-harm control of hazards like the lung-scarring silica dust released on site.
The field at the edge of town
Every community has that field — the one on the edge of town where, one spring, the boards go up announcing 300 new homes. And every community has the argument that follows: we desperately need housing, but not there; think of the traffic, the wildlife, the character of the place. That single, familiar tension — between the homes the country needs and the places and people we want to protect — is held together by three professions most people never think of as related. The Royal Town Planning Institute (RTPI) decides where and what gets built. The Association for Project Management (APM) decides how it gets delivered, on time and on budget. And the Institution of Occupational Safety and Health (IOSH) makes sure the people who build it go home in one piece.
The vocabulary that matters
Three ideas bind these worlds together. Biodiversity Net Gain (BNG) is the statutory rule that a development must leave local nature measurably richer — by at least 10%. Respirable Crystalline Silica (RCS) is the invisible, lung-scarring dust released when you cut stone, brick or concrete — the hazard IOSH fights hardest. And "project vectoring" is the coordination of planning consent, capital and construction into a single, managed timeline — the APM's core craft.
Three principles across three professions
The first is ecological gain, not loss: development must now leave local nature better than it found it, not simply bulldoze it. The second is hedge the risk: big projects must plan financially for shocks — a spike in the price of steel, a supplier collapse — rather than assume everything goes to plan. The third is zero harm: the work of building must be designed so that it does not maim or slowly poison the people doing it.
The 10% rule that changed the field at the edge of town
One of the quietest revolutions in planning is now the law of the land. Since it became mandatory in 2024 — for major developments in February and smaller sites that April — most new development in England must deliver Biodiversity Net Gain: it has to leave the local habitat at least 10% richer than before, and that improvement has to be secured and maintained for at least thirty years. The calculation is real arithmetic: planners measure the ecological "unit" value of the habitat before development and after, and the after-value must exceed the before-value by at least a tenth, or the application is blocked at the local-authority gateway. The rule is still being refined — from August 2026 the very smallest sites, those of 0.2 hectares or less, are exempted unless they would harm priority habitat, focusing the duty on the larger developments where the ecological stakes and the capacity to deliver are greatest. Where it applies, that field at the edge of town can no longer simply be concreted over; the developer must measure the wildlife value they are removing and more than replace it, through green roofs, wildflower meadows, ponds, hedgerows and wildlife corridors woven into the scheme. It has turned "how many houses" into a richer question: how many houses, and what do they give back to the living landscape?
The invisible discipline of getting it done
Once a scheme has permission, the APM's world takes over: the discipline of delivering a huge, complex, multi-year project without it spiralling into delay and overspend. Anyone who has followed a major public project — a hospital, a railway, a stadium — knows how easily they run late and over budget. Modern project management uses statistical risk modelling (the kind of probability-based "Monte Carlo" simulation that runs thousands of scenarios) to see the shocks coming: mapping the chance that materials will spike in price or a key supplier will fail, and building financial and scheduling buffers before the crisis hits rather than after. It is the unglamorous art of turning a planning permission into a finished, functioning place.
The dust you cannot see
IOSH's domain has the highest human stakes. Construction remains one of the more dangerous ways to earn a living, and some of its worst hazards are invisible and slow. Respirable crystalline silica — the fine dust from cutting stone, brick, concrete or tile — is a quiet killer, scarring the lungs over years and causing silicosis and lung cancer long after the job is done. The law puts a hard number on it: under the Control of Substances Hazardous to Health Regulations, the workplace exposure limit for respirable crystalline silica is just 0.1 milligrams per cubic metre, averaged over a working shift. Meeting it means engineering the hazard out of the work itself — cutting tools that suppress dust with water, on-tool vacuum extraction, and wearable monitors that record what workers actually breathe over a shift. Alongside it sits the design of the work to reduce heavy manual lifting — sparing a generation the wrecked backs and knees once treated as an inevitable part of the trade — and, increasingly, ergonomic checks for remote and administrative workers too. Safety, done properly, is not a poster on the wall; it is built into the method.
When the three worlds join up
The most modern developments treat these three disciplines as one connected system rather than three separate box-ticking exercises. Planning approval, project risk management and site safety are coordinated through shared digital models (building information models and emerging digital twins), so a design decision can be checked at once for its ecological impact, its cost and its safety before anyone breaks ground. The government's drive to speed up planning and infrastructure — the Planning and Infrastructure Bill — runs straight into this: approvals are tied to hard checks (a signed-off biodiversity plan, a settled project risk map, a cleared safety design) precisely so that "faster" does not quietly become "more dangerous" or "more destructive".
How it all connects
This trio governs the front end and the human safety of delivery. RTPI sets the spatial envelope the architect designs within; APM manages the programme the contractor executes under the Building Safety Regulator's gateways; IOSH protects the workforce throughout. A failure at this stage — a scheme in the wrong place, a programme that collapses, a site that harms its workers — poisons everything built on top of it.

This trio shapes the places you actually live in — whether the new estate down the road enhances the neighbourhood or blights it, whether the disruptive years of construction are safe and well-run or a rolling hazard, and whether the wild edges of your town survive the next wave of building. When a development protects its local ecology, manages its risks and looks after its workforce, everyone downstream benefits: the community gets a better place, the taxpayer and investor get a project that lands on time, and the people who built it get to grow old. When it doesn't, the costs — ecological, financial and human — land on all of us.
